SIR: I have the honor to submit the following report of the operation and condition of the Indian schools. . On the 1st day of May, 1889, I entered upon the duties of this office, after a vacancy in it of nearly two months since the depar'ture of my predecessor. In looking back over the records I find the following list of ineum-bents : J: H. Haworth, July 1, 1883, to March 12, 1885. John H. Oberly, May 9,1885, to April 17,1886. : John B. Riley, June 4.1886, to.Decernber 29.1887. 9. E. Albro, October 29, 1888, to March 4,1889. In the fire years and ten months since Mr.Eaworth was first ap-pointed the office.has been vacant one year three montl~s and thirteen days. In studying the text of the statute up011 which this office is pred. icated, to ascertain its legal respous~b~litleasn d duties, I find that im-portant changes were made in the legislation approved June 29,1888, by the act approved March 2, 1889. Section 8 of the act of 1888reads as follows : SEC. 8.
