The evident -D ur- ~meoCf on.e. ress inmskin-g thissp.p-ro p- riation, nuder the conditions attached, was to insure greater advanae in farming among the Indians, not only by aeonsing men who me .reaoocesatul farmers themselves, but whd me able to incite a I desire fir farmin-e amone-. the Indians. and to teeoh and direct them i n the work. and therefore I consider that the provisions of the act, slthoogh apparently limited to, what are oalled "additional farmers," apply to all persons employed as farmers in the service, sod not only to those to he appointed, but also to all now so employed, without regard to date of original appointmeut. That I may know exaotly the qualifioationa of each firmer at your agency, and in what respects he i. or is not such an employ6 as the letter and the spirit of the sot reqnitea, and that I may be able to issore the honorable Seoretary that all the pro-visions of said aot are being striotly complied with, I desire yon to fornish me with the following informstion: (1) Give name of each farnw at your agency. (2) Date of appointment and when he entered npon duty. (3) Was he actually engaged for at least five years practicelly in the occupation oi' farming preyions to his appointment t (4) In what locality was he engaged in farming previous to his appointment? (5) Has he s full knovledge of the proper use and oere of modern agricultural im- 1 plements and ,machinery l (6) Does it appear by his selection of farm sites, seeds, time aud manner of plat-ing, cnltivating, reaping; etc., that he thoroughly understands the peculi&rit$es of the soil, seasons, eto., in your locality 1 I (7) Has he a t all timesainhe his sppointment faithfolly endeavored to disohargehis I duty by striving to internst the Indians in farm work; in the care of their crops, of I stook and their increase, especially broodmsres; in the care of their farming imple- |
