Realizing that its hand had been exposed, the Interior Department quickly announced that a copy of the final Krug report would be sent forthwith to the Budget Bureau. Further investigation revealed that not only had Krug ignored and defied the Budget Bureau, but that the Justice Department had been guilty of omitting important instructions from the Budget Bureau in the letter, signed by Ford, which it had sent to the Millikin committee. Rep. Poulson placed in the Congressional Record the entire correspondence on the subject, as well as the re- ports submitted to Millikin by the Departments of Justice and Interior.107 "Secretary Krug had been told two important things by Director Webb," said Poulson, "(1) there should be no commitment as to authorization of a Colorado River project, and (2) that litigation in the Supreme Court would not halt developments on the river.
