Show FOREWORD 9 tive of the Colorado River Association of California, organized by the public agencies and irrigation districts which were consumers and distributors of Colorado River water and power. These were the Los Angeles Department of Water and Power, the Imperial Irrigation District, the San Diego County Water Authority, the Coachella Valley County Water District, the Metro- politan Water District of Southern California and the Palo Verde Irrigation District. For the next nine years he directed the public relations campaign on the Washington front against proposed projects which were menaces to the Colorado River water and power supplies so vital to the existence of millions of persons in Southern California. During these years he kept detailed records, and they comprise a most valuable narrative of the largest, longest and costliest conflict of the kind in history. Terrell, author of a dozen distinguished books and a thorough student of the West, is better qualified than anyone I know to write of this War for Water. Fortunately for posterity, he has done it.
