By VISCOUNT ALVERSTONE I HAVE for manv vears enjoyed the friendship of Belgians distinguished in science, jurisprudence, literature, and educated culture. _My heart has been deeplv grieved at the cruel fate which has befallen their nation ; the result of what is, in my opinion, the most wicked action of Wthh any civilised nation has ever been guilty. Germany can never remove this stain on her honour. To every subject of the Belgian Crown, and to their gallant King, I humbly offer my true and heartfelt sympathy. M By SIR HIRA M S.
