' Our purpose in writing to you is to secure from you clarification or a paragraph in your letter of June 1 17, 1942to President Cowles in which you say: "In order that preparations may be made fer a four- ysar'medical school to begin next March, you are authorized to make commitments for the expenditure not to exceed $10,000 for that purpose. That amount should be sufficient to maintain the program‘until it has been submitted to the Legislature for approvals" Since we submitted a budget to cover the essential costs of the spring quarter of 1943, the first quarter or the feur~ycar medical schools amounting to $20 235 additional to the cost for the same quarter for thefi-rst ".two yearsa and since 39 910.00 of that amount represented ‘reVenueto be obtained from increased studenttuition 'fees far that quarter of the four year program, there was a balance of 8109325 of the State's money to be apprOpriated to make up the total of 320. 235.00., (Please see the last paragraphs of the accompanying statement)o 'From the wording of your letter to President Comics we could not decide Whether the $10,000. to which you authorize us to commit the State is to include the . 39:910100 to he ohta1ned from student fees. and that therefore the State'e- contribution would be only $90.00. or whether the $10, 000 isin addition to student fees and that we are therefore, in effect, authorized to make commitments in the aggregate, amounting to 820,235000 for the spring quarter of 1943n Your repeated assurances of interest in the ectahlishment of the four-year school [persuade us that the latter interpretation is correct. It the $10000 00 is to include the student fees and only $909 00 of State's money9 it will be impossible to inaugurate the four your medical school in March 1943.
