Show -3- I will be working, I will not be employed by any of youf so I can keep my own judgment and ability to carry out strategy. Otherwise, I9li looe my effectiveness. What I'm proposing here is new ground. We haven't any texts to follow' nor F.S. directives. We will have to rely on the good judgment of all of us, the opportunities available (which I frequently miss), appropriate media *, and continual reevaluating of progress. Shis mustn't "be an exercize in futility. In the Common Cause Manual this kind of cooperation between agency and public is imperative. And, in working this out - no one is ratting - and no one is prying. * It is a mutual effort for good management of public resources. ( I should have said this at the Widdlife Conference.) If you have other or better ideas, speak up. Whether these involve me or not. * If I can think this through, I just may figure out a way to get this column idea going which I mentioned at the Conference - which would serve as OHE outlet for letting people know what IS being done by agencies. Such a procedure as this would have to be-carried out very shrewdly because pressure can and will be brought to bear on newspapers to eliminate the column - if it carries too obvious a punch. (I am not sure how aware you people are that our freedom of expression CAN SS&all IS eroded in this country today!) I'll need to talk to my newspaper editor here, and, if you people are interested in ME, I'll follow up with Jim Cochrane's contact with the Milwaukee Journal. If I could get such a column going, then I could support myself. I don't know what would be the name of the column or whether I would be identified with it. It could become a source of power : if it were handled right, (Have to think this through, also.; I will call you sometime - after giving 7/011 an opportunity to consider this proposal. You may not want me - you may find another person more desireable for the job - you may want to change altogether the methods I could use. I do believe, though, that time is running out and those of you who have the guts to work at this and who believe that you can, in fact, bring about change, must work like hell to do s o* You and I (Wasatch staff) and other agency people, must be open to each other and to cur ideas and be homest in the uses we make of each other. We must learn to communicate - to explore what the other thinks and to listen to each other.anBiversity of ideas is as important as is ecological diversity. I will not be taking off on any extreme position without consultation: you people will not be presented in a compromising light without agreement. I would like to fefel that I could bring up a problem with people on Wasatch Staff, discuss it, evaluate it, defend it, if necessary, and then, feel that its solution had been provided by and through this discussion. I would like to feel that I could do this on other Forest* and in BLM and in Fish & Wildlife Resources offices, if needed. What I am really proposing here now is that you people incorporate me and my function into your management thinking - since I * m to be helping you carry it out. This does not mean that you'll be required to spend inordinate amounts of time with me. The telephone access I have with Jim now is immensely helpful to me and serves my purposes. We will have to have some person-to-person sessions where you spell out exactly what you have in mind for me to do. If I have any criticism of you in working with me in the past it is that you have assumed I have had far more basic knowledge or understanding of issues, problems, and research than I have actually had. And this has handicapped me. I see this opportunity as a great one to serve your agency. Even though it isn't in your operating manual, you ARE thinking people, not automations. And, really, your agency is YOU - not the diversion of its philosophy into pressured management. ^o r some of ycu^this just might be your finest contribution to its rightful place in our nation's governing structure.
