The rules established in the state of Wisconsin do not restrict the use of softeners, but they require that water softener equipment receive state approval before it can be sold or installed. The code centers around the applicable Water Quality Association ( WQA) standards and is meant to provide consumer protection, but it does not currently address conservation issues. Selection of potential standards or rules regarding the use of water softeners should consider the desired level of conservation. The following is a potential list of provisions that have been used in ordinances in California and Wisconsin: 1. Softeners shall conform to WQA and NSF standards. 2. New softener installations or replacements shall be equipped with demand control. 3. New softener installations shall meet a set standard of salt and/ or water use efficiency ( such as 4000 grain/ lb salt or 20 gallons per recharge per 10,000 grain capacity). 4. Softener installation shall be regulated by permit and performed by a state certified individual or contractor. 5. The discharge of brine waste from softener regeneration to public sewer systems shall be prohibited. 6. Softeners must be regenerated at a permitted commercial facility. The commercial facility permit shall require minimum standards of efficiency and salt load discharge ( this could be modified to allow self- regenerating units where commercial facilities are not available). 7. Installation of softeners shall not be permitted where available water supplies contain a hardness concentration of less than 60 mg/ 1. 8. New softener installations shall be prohibited and existing installations shall be removed within a set time such as five years. 9. Existing softener installations controlled 80 |
