Show The UWCAB task was, " Within three years of the date of enactment of this Act, the board shall transmit to the Governor and the Secretary the recommended standards and regulations referred to in subparagraph ( f)( 2) in such form as, in the judgment of the board, will be most likely to be promulgated within four years of the date of enactment of this Act, and the failure of the board to do so shall be deemed substantial noncompliance." [ CUPCA 102- 575, Section 207( f)( 5)]. The legislation also included the following disclaimer. " Nothing in this subsection shall be deemed to authorize the Secretary, or grant new authority to the District or petitioners of project water, to require the implementation of any standards or regulations recommended by the Utah Water Conservation Advisory Board." [ CUPCA 102- 575, Section 207( f)( 6)]. By Executive Order on February 4, 1994, the governor of Utah appointed nine members to the Utah Water Conservation Advisory Board. They are Larry S. Ross, chairman; Dr. M Karlynn Hinman, vice- chairwoman; Ruth L. Novak; Lucille G. Taylor; Jan Ellen Burton; Clark J. Wall; Roy P. Urie; O. Eugene Johansen; and Barre G. Burgon. Gary A. Cook was later appointed to replace Mr. Burgon, who resigned. D. Larry Anderson, director of the Utah Division of Water Resources, was directed by Ted Stewart, executive director of the Department of Natural Resources, to provide staff for the Utah Water Conservation Advisory Board. The UWCAB met monthly to hear staff reports, adopt standards and make recommendations on water conservation in Utah. This report is the culmination of the UWCAB efforts to meet requirements of the Governor's Executive Order and the CUPCA legislation. Research Process The UWCAB notified interested parties about the water conservation item under consideration by the board and invited suggestions and comments. The conservation measure under consideration was then given to the board staff for investigation and research. After completing investigation, the staff gave a formal report to the board and made recommendations for board action. After hearing the formal report, board members either adopted a preliminary recommendation or directed the staff to research additional information. The eight meetings of the board were August 5, 1994, Cedar City; September 16, 1994, Price; November 4, 1994, Salt Lake City; December 2, 1994, Salt Lake City; January 20, 1995, Salt Lake City; April 7, 1995, Salt Lake City; May 5, 1995, Salt Lake City; and June 16, 1995, Park City. In addition to the required items in the legislation, the board also requested the staff to research and provide recommendations on water management and conservation plans, water conserving landscapes and water education. After all CUPCA Section 207( f)( 2) items and added topics were researched and discussed, and preliminary recommendations were determined by the board, a summary draft report was prepared for public review and comment. The board solicited public review and comment of this report at public meetings in Cedar City and Richfield, August 16, 1995; Price and Roosevelt, August 17, 1995; and Orem and Layton, August 21, 1995. A final draft report incorporating public comments was prepared during September 1995. A final report was approved by the board and given to the governor and secretary of the interior on October 30, 1995. 8 |
