The difference shown in the preceding table has resulted principally from three factors: (1) a general increase in construction costs since the 1956 CRSP authorization Act; (2) an increase in the estimated cost of the Central Utah Project (initial phase) from $207,939,000, as assumed by the Congress in 1956,1 and $354,405,- 000 estimated in 1966 due to revisions in project plans and increased costs; and (3) omissions by the Congress of the cost of the Curecanti Storage Unit (currently estimated to cost $98,625,000) from the $760 million authorized to be appropriated in the Colorado River Storage Project Act of 1956. The House Committee on Interior and Insular Affairs in its report on H. R. 3383 said, "The Committee did not include funds for the Curecanti unit as Department (of the Interior) is presently studying modified plan, a report on which must be submitted to the Congress.
