Show 2. Relieved the Upper Basin of any Mexican Water Treaty deficiency delivery by limiting the deliveries at Lee Ferry to 75 million acre-feet in ten years. 3. Provided for the concurrent, conditional authorization of a project or projects to import water into the Colorado River Basin from sources outside the natural drainage area of the Colorado River system. 4. Provided that Glen Canyon Reservoir would not be drawn below its rated head except as may be necessary to comply with Article III (d) of the Colorado River Compact, the delivery of 75 million acre-feet in ten years, and except as may be approved by the Upper Colorado River Commission. 5. Provided for termination of the use of the Upper Colorado River Basin Fund for paying for "deficiencies" in power generation at Hoover Dam attributed to the filling of Upper Basin reservoirs by using the Colorado River Development Fund as far as it would go for this purpose, and by charging any remaining deficiency to operation and maintenance at Hoover Dam. Division States to agricultural and domestic purposes, but no such releases shall be made if the active storage in Lake Powell is less than the active storage in Lake Mead; (ii) to maintain, as nearly as practicable, active storage in Lake Mead equal to the active storage in Lake Powell; (iii) to avoid anticipated spills from Lake Powell. 2. Water may have been released to supply one-half the deficiency in the Mexican Treaty burden, if any such deficiency exists and is chargeable to the States of the Upper Division. The determination of the existence of such deficiency remained for the future unless the Mexican Treaty burden is filled by imported water. 3. Directed the Secretary to study and plan for the first stage of works to import up to 8.5 million acre-feet of water into the Colorado River system. 4. There was no reference to not drawing Lake Powell below its rated head. 5. The Upper Colorado River Basin Fund was to be reimbursed from the Colorado River Development Fund for all expenditures heretofore and hereafter made from the Upper Basin Fund to meet "deficiencies" in generation at Hoover Dam during the filling period of Upper Basin reservoirs. To the extent that any "deficiency" in such reimbursement remains as of June 1, 1987 the remaining "deficiency" would be paid from the Lower Colorado River Basin Development Fund to be created in H. R. 4671. 6. The Animas - LaPlata Project in Colorado and New Mexico, and the Dolores, West Divide, Dallas Creek, and San Miguel Projects in Colorado were to be authorized for construction in H. R. 4671. Other projects in Colorado, Utah, and Wyoming were to be given priority of planning status in the same manner as in Section 2 of the Colorado River Storage Project Act. 39 |
