Show PART IV MEANS FOR MEETING NEEDS The installation cost for increasing forage production to 2020 with brush and weed control, range seeding, fencing, and stock ponds is estimated to be $18,847,000 for the region. The projected 3,260 sediment and debris basins, 1,244 grade stabi- lization structures, 15,681 check and drop structures and 1,423 detention dams are structural needs to protect the land that will receive a higher level of economic development. Cultivated and Pasture Land The need for land treatment measures and structures on irrigated cropland are based on OBERS projections of increased production resulting in development of new irrigated land and improving land that is now irrigated. The projected development of 1,453 miles of canals, ditches and laterals, the construction of 116,800 water control structures, leveling and smoothing of 955,200 acres, providing drainage for 613,200 acres, and providing supplemental water for 421,000 acres express the magnitude of the future program on irrigated land. These measures are primarily for managing these lands for increased production. There are other treatments such as conservation cropping system and minimum tillage along with fertilization that will be part of the applied practices once the land has been developed. These practices reduce cost per unit of production, reduce erosion, decrease sediment production, and improve water quality. Flood water control structures installed with land treatment to range and forest land adjacent to the valley irrigated areas will reduce sediment and flood damages to cultivated and pasture land. The projected land treatment measures for dry cropland to meet OBERS production projections will require about 150,000 acres of crop residue management annually to reduce sediment yield downstream. The crop residue management will not be an additional cost as it will be a change in the present method of summer fallow. This practice is not listed in the treatment tables. Waterways or floodways will be developed and seeded to grass to receive runoff water from natural areas. These waterways will cover approximately 3,000 acres of land. Maintenance of waterways will be done with normal cultivating operations except where reseeded. In northwestern Colorado fall chiseling across slope is required on dry cropland. Fall chiseling helps in controlling snowmelt erosion on wheat land. It is estimated that about 100,000 acres of wheat stubble 53 |
