Show PART I INTRODUCTION Purpose and Scope The basic purposes of the Watershed Management Appendix are: to show present watershed conditions, existing and future problems; determine opportunities for treatments; evaluate means for meeting needs; and relate effects of alternative plans to watershed management. As a part of the basic study the objective is to provide a broad guide to the best use, or combination of uses, of water and related land resources of the region to meet foreseeable short and long-term needs. Three basic considerations are involved in achieving the purpose of the appendix. They are (a) the timely development and management of the land resources as essential aids to the economic development and growth of the region, (b) the preservation of the land resources to insure their availability for best use as needed, and (c) the well being of all the people as the overriding determinant in the planning process. The objectives of framework planning set forth by the Water Resources Council are the guides by which the scope of this study was identified. Major items of scope are: 1. The appendix is based upon a reconnaissance type investigation. It provides a broad-scale analysis of watershed problems and furnishes general appraisals of the probable nature, extent and timing of measures for their solution for use in the formulation of framework plans. 2. The appendix is concerned only with the intra-regional land resources and their uses, management, and treatment. 3. The appendix has considered all land areas within the region. 4. The appendix was prepared using available data, reasoned approxi- mations, and the judgment of experienced planners. 5. Protection elements of alternative programs are prescribed in recognition of the fact that lands will be used for multiple purposes. 6. Alternative programs are based upon the susceptibility of the land to deterioration under various uses and management levels. 7. Cost estimates are provided for broad components of the alternative programs. |
