Winters, does hereby certify: 1. That he is the duly appointed, qualified and acting Secretary of the United States Section of the International Boundary and Water Commission, United States and Mexico, an agency of the United States, engaged in administration of boundary treaties between the United States and Mexico and particularly the Treaty of 1944 (Treaty Series 994; 59 Stat. 1219). 2. That as such officer he is in lawful custody of the records and files of such agency. 3. That the attached tabulation consisting of six (6) sheets, showing delivery of waters of the Colorado River stream system to Mexico in pursuance of said Treaty of 1944, for the years 1950 to 1956, both inclusive, is a full, true and correct copy of the record of said water deliveries, the original of which is of record in said agency as a part of its files and records. In Witness Whereof, the said George H. Winters has, as said officer of said agency, affixed his signature and a scroll of said agency, it having no official seal, this 17th day of June, 1957. /s/ George H. Winters George H.
