JThe computation of annual net gain is based on the assumption that there is a constant relationship between annual flow of the Virgin River at Virgin, Utah, and the annual net gain, Lee Ferry to Hoover Dam. The 1914-1951 average annual net gain computed from Plaintiff's Exhibit 77, and supporting data for Plaintiff's Exhibit 77-B (U.S.B.R. Report on Water Supply of Lower Colorado River Basin, 1952, and Memorandum Supplement, 1953 respectively) is 926,000 acre-feet. This average annual net gain was distributed annually over the 1914-1951 period according to the variation in annual historic flow of the Virgin River at Virgin, Utah, from its annual average for that same period. The annual net gain Lee Ferry to Hoover Dam for 1909-1913 and 1952-1956 was similarly determined. |
