Bean's Report, Manuscript History, 7 June I858, p. 613. Bean later told Wilford Woodruff, "The lower Beaver is one of the best vallies in the mountains." (Woodruff, Diary, 7 June I858.) This valley was, of course, much too close to existing settlements to be considered for tbe refuge. Paradoxically, the White Mountain Mission of 1855 contended the lower Beaver Valley was worthless. Evans reported that with the exception of a few spots, "I consider the balance a desert and if it is not a desert there is no desert to be found in this region of country." ("Report of the White Mountain Mission," Journal History, 17 July 1855, p. 10.) This report probably impeded the development of lower Beaver Valley.
