The Commissioner of Indian Affairs describes the distribution and use of appropriated funds, enrollment and performance at schools (especially government-operated boarding schools), the use of unallotted land, the construction of rail lines, employment in the Indian service, logging practices, and court decisions regarding Indian lands. The Commissioner discusses House and Senate bills designed to create allotments on the Uintah and Uncompahgre Ute Reservations. The Southern Ute Agent in Colorado reports the condition of the agency's buildings, the outcome of missionary efforts, the construction of ditches and roads, the conclusions of certain court cases, the consumption of alcohol, etc. The Uintah Ouray Reservation agent describes conditions at the reservation school, the perceived lack of farming and irrigation on reservation land, and consumption of alcohol.
