No Indian shall have the right under these regt~lstionso, r shall he permitted by the farmer in charge, to take timber from any tract or parcel of land on the reservs-tion that his been allotted and patented to another Indian without the written oon-sent of the party to whom said tract or parcel of land is patented. 6. The fanner in eharge of the Fond du Lso Reservation shall ha required to keep a full and eocnrste account of the work of the Indians under these regnlations, which shall contain the names ofthe Indians engaged in the business, the quantity of tim-her out, and sold by-each, and the value of the same; and he shall also he required to snhmit from time to time to the agent a statement of the work, which shall be forwarded by th? agent to tho Commissioner of Indian Affairs. 7. The Commissioner of Indian Affairs, with the approval of the Secretary of the Interior, may, under snitable conditions and restrictions, authorize some responsible men, or association of men, to erect a lath and shingle mill at a snvenient point within the reservation for the pnrpose of mannfaoturing the timber authorized to he cut and sold under these regulations into shingles and laths; provided such man or men shall he required to enter into s sufilcient bond to he approved by the Commis-sioner of Indian Affairs and the Secretary of the Interior, and conditioned for the f%ithfulobservancnceo f the rule@a nd regulations prescribed, or that maybe prescribed, under the laws of the United Statutes to regulate trade and intercourse with the Indian tribes, snd the conditions end restrictions under which permission for the erection of the mill may he granted. ' These contracts were approved by this office and the Department November 2'7,1891, and the agent for the White Earth Agecy wasdi-rected December 2, 1891, to permit the proposed logging to be com-menced, the wntracting lumber companies having filed in this office satisfactory bonds for the faithful observanae of all lays and regula-tions for the government of trade and interoourse with Indian tribes, and for the faithful performance of their obligations under their cou-tracts. Upon the informal receipt of information that the contracts above referred to were being taken advantage of to cover extensive cuttings of green standing timber on the reservations mentioned, this office on |
