The Superintendent must have the management and control of tho entire completed irrigating systems. There is as much reason for leaving the operation of a railroad through a tunnel in the hands of the Construction Department, as there is for leaving the operations of these canals after they have been constructed in the hands of the engin&ars who constructed them. To permit the Superintendent to give his entire time to saving of the Indian allottee the lands allotted him, relieve him of the necessity of having to superintend school affairs. Bond the principal of the school and hold him responsible for its management. Give to the Superintendent an office and field force of his own choice, then hold him responsible for results. We concur, therefore, in Mr. Martin's recommendation for the immediate transfer of Clerk Michael A. Buffalo and additional farmer Gratten A. Dennis.
