The Honorable, The Secretary of the Interior- Sir: - September 30, 1911, we submitted to you our joint report of conditions on the Uinta Indian Reservation, Utah, and under authority from you we have revisited the reservation for the purpose of reporting on aresent conditions. We have called attention to the large ezaenditure of Indi&n moneys made in the constructions of an irrigation system, under authority of Act of June 21, 1906 (34 Stat. 375-576- ). The amount expended on constructions September 1, 1911, was $664,926.83 and the total expended September 1, 1912, was $715,846.63; and the Indian allotted lands under ditch now aggregate 87,880 acres, ^faich embfaces lands of living Indian allottees, inherited Indian lands belonging to Indian heirs „ and inherited lands that hr.ve been sold with water rights appurtenant. Particular stress was placed by us upom vsfcat we believed was an an business s~like undertaking and an improvident use of Indian funds when the limitations of the law wero such as to render the actual acquisition of perfoctea water rights not only uncertain bat almost impossible.
