The magnitude of a system necessary to irrigate allot« ments bordering on several streams and strung out in extent for one hundred and fifty miles was such that actual ccn-not struction could not only/have been completed within the period allowed by the laws of Utah for construction (five years from the date of the approval of the application,) but could barely havo been completed within the time allowed for the water to be applied to a beneficial use (not exceeding four years in addition to the time allowed for construction.) The impracticability of placing ten thousand acres of land under cultivation during each year while construction work v/as in arogress must have been apparent, and the fact is that beneficial use has. net been made during the entire period since sonstruation commenced for more than seven thousand acres in addition to the six thousand ur<_er cultivation before the work was inaugurated, and that has been accomplished principally by the lessees of Indian allot ments and the purchasers of inherited Indian lends. The State Engineer of U-ah has approved the GoTernment 's applications for an extension of time to July, 1919, to make proof of beneficial use of water appropriated under its several applications; but he has notified the Department, so we are |
