BOARD OF DIRECTOR'S MEETING JAR. 23, 1962 Meeting was held at the University Club, Salt Lake City, Utah at 8:00 P.My Meeting called to order at 8:40 P.M. Minutes of last meeting were approved as read. Present was President Bill Lash, V. P. Keith Lange, Directors Lou Lorenze, Woody Anderson, Lex Kunau, Eddy Morris, Wally Abersold, Secretary Lloyd Frank and Treasurer Bob Smith. Guests present were Mr. Gus Hansen and Mr. Jack Holland. Mr. Holland is from Burley, Idaho. Absent was Dan Kelly, N. D. Andersen, M. Earl Miller, Barry Corbet, Bill Ashley. President Bill Lash requested an attendance record of Board Members who have been absent from meetings to see who is supporting the Association. The Secretary is to contact Jim Shane by letter regarding Red Cross written exams. He is to ask Jim if he wants to continue on as First Aid Chairman. President Lash asked the Secretary to contact Lloyd Robbins and find out which association he wants to belong to. The Secretary is to mail Retirement Forms to Rulen and Wayne Nichols. Woody Anderson moved that the Association adopt a new pin for Honorary status and Retired status. Keith Lange is to present drawings or samples and pins are to be ordered as funds become available. Motion was seconded by Lou Lorenze. Motion unanimously carried. Delinquent members were discussed, also members who have not kept up thcjx technique and skiing standards. Eddy Morris moved that the ~,.!.j2E. Committee should send a letter to any Certified Instructor who they feel is not' keeping up with Ski Teaching technique, or their level of skiing has dropped below the standard required for Ski Instructors. It should be stated in this letter that anyone in question can request a "Retired Status" from the organization, or attend the next Certification Clinic, and they must take the examination. It should be understood that if they fail to pass the test, they will be dropped from the organization, and if they fail to attend the examination they will automatically be dropped from the organizati~~. Motion seconded by Woody Anderson. Motion voted on and carried unanimously. The Secretary was instructed to direct a letter to Gus Hansen and Dave Thurgood accepting their request for leave of absence, providing that they attend the next Spring Clinic. Gus Hansen pleaded that his work prevented him from maintaining his 25 hours to keep his certification current. The President read a letter of request from Dave Thurgood to the Association for leave of absence. Lou Lorenz moved that both requests be accepted, Seconded by Keith Lange. Motion carried unanimously. Wully Abersold reported on the Racing Committee. A meeting had been held but \0)::L3 attended only by Bud Temple and Wally. ----------_._---- ._- ------_.- BOARD MEETING JAN. 23, 1962 Woody Anderson gave the Certification Committee report. Woody Anderson moved that $25.00 be the standard fee for temporary permits. Temporary permits must be submitted on or before the first of January of each year. The $25.00 permit fee does not include clinic or examination fees. The examination fee will be $25.00 for each and every examination. The I.S. LA. clinic fee will be $10.00. Lou Lorenz seconded this ~otion. Motion voted on and carried unani, nously. President Lash read a letter from Roger Roche to the Association which expressed displeasure at a fine for non-attendance of the last I.S.I.A. clinic, notice of unpaid dues and being placed on the Publicity Committee in his area without being asked. Keith Lange moved that the $10.00 fine be enforced and that he be removed from the Publicity Committee in Pocatello. Also if he does not attend the next I.S.I.A. Spring Clinic his Certification will be revoked. Motion seconded by Wally Abersold. Voted on and carried unanimously. Letter to be sent to Roger with copy to the Forest Service. Woody Anderson moved that Lou Lorenz b~ Assistant Certification Chairman. Motion was seconded by Keith Lange. Motion carried unanimously. Woody Anderson read Recommendations made by the P.S.I.A. Lex Kunau moved that these recommendations be accepted. Motion seconged by Wally Abersold. Motion voted on and carried unanimously. Treasurer Bob Smith gave the Financial report. President Lash directed the Certification Committee to send a letter out to all Ski School Directors~ with copies to the Forest Service that all teachers should have a temporary permit who are not certified. President Lash set the dates of April 27th, 28th, and 29th, 1962 for the I.S.I.A.Spring Clinic at Alta, Utah. A. l~t:ter_. from _Cu:t:t .Chase. of the transfer. Eddy Morris seconded motion. the NRMSIA was read which requested that we accept requested transfer from the NRMSIA to the ISlA Keith Lang moved that the transfer be accepted. Motion carried unanimously. The Secretary is to investigate the following which may be dropped from the roll of Instructors for various reasons: Charles Benevides no clinic? no dues? Don Greb -(, ' ", .- Tim Heydon Witber Thomas Dick Vorhees Jim Shane no clinic? no dues hours at clinic? hours at clinic? A motion was placed on the floor that James Shirl Brown and Earl Miller be dropped because they have not kept up their skiing standards. Motion was seconded, voted on and passed with 5 for and 3 against. Secretary is to send a letter to both men with a copy to the Forest Service. A letter was read from the Forest Service regarding a closed gate on the road to Alta, Utah involving one of our members. It appears that the lower gate was found open and Mr. Bob Smi~h and party drove up the road late in the evening. Mr. Smith is to answer the letter from the Forest Service with a sworn notarized statement regarding the open gate. The statement is to be mailed to Mr. Anderson of the Forest Service. M. lloyd Frank 520 North Mont Way Salt lake City 3, Utah Mr. John Herbert February 13, 1962 Assistant Regional Forester Lands and Recreation Ogden, Utah Dear Mr. Herbert: Reference is made to our letter dated January 25th regarding TEmporary Permits and Proposed Spring Examination. It is evident that the Brighton Ski School is operating in direct violation of the joint policy of the Intermountain Ski Instructor's Association and the Forest Service. We are requesting your prompt action in enforcing this long standing polioy. Naturally this means also that the Brighton Ski School is operating in violation of it's "Use Permit" agreement. There are at least five instructors teaching in the Briehton area, accepting money from the public, through the Brighton Ski School, who are not certified or on a temporary permit through this Asaociation. We would like to explain to you that the Temporary status was initiated for the convenience of Ski School Directors who had a need for additional help between examination dates. It appears that the Director of the Brighton Ski School has abused this privilege and has not fulfilled his committments, nor forseen his needs to train adequate personel qualified to teach the skiing public. Our records show the follOwing in temporary permits for the past five years: SNOW BASm LJ .ALTA SOLITUDE BURLEY LI TTLE MOUNTAIN BRIGmaN 5 permits with two failing and three passing 3 permits, one left the area and two passed 3 permits, one failed and two passed 1 permit which passed 1 permit which passed 24 permits, twelve failed and twelve passed The records for Brighton show that one half of these people failed to qualify, which supports our contention that the public is not receiVing the high standard of ski instruction that is available in other schools in the Intermountain Area. In view of the foregoing facts the Certification Committee of the I. S. I. A. will no longer accept temporary permit applications fram the Director of the Brighton Ski School. Non-member guests were Mr. Art Allen, our Council and Mr. Gerald Horton who was representing Mr. F. C. Koziol of the U. S. Forest Service. V. P. Lang called the meeting to order at 8:20 P.M. The Secretary read the minutes of the last meeting. They were approved as read. V. P. Lange directed the Secretary to get the attendance record of the absent Board Members before the next I.S.I.A. Clinic. President Lash arrived and the V.P. turned the meeting over to the President. The Secretary read a letter from the I.S.I.A. Certification Committee written Jan. 25th to Ski School Directors. Mr. Horton asked if there was a time limit to teaching on a Temporary Permit. President Lash informed Mr. Horton that there was a one year limit, but that there were exceptions to this. "Permits were not intended as a loop hole; this would defeat the certification program". The following general discussion entered the floor: Mr. Lash: Do you think the Forest Service should certify the instructors? Mr. Horton: No! they do not want to take away any part from the ski instructors. They would want to take part from an interest standpoint only. Dan Kelly asked clarification of the clause in the "Use Permit" as to whether ski instructors must be certified. Mr. Horton replied that all instructors will be certified by the NSA or one of its affiliates, but that this clause could be waived by the Local Forest Supervisor. Eddy Morris wanted to know why the ISlA didn't have a copy of the conclusions made as a result of the meeting of February 21st. He stated that we have a real problem when the Forest Service and the Ski School Directors go over our head and make a new policy without any of the ISlA members in attendance. Art Allen recommended that the ISlA appoint a committee to arrange a meeting. Everyone should be informed of this meeting, and they should get together and find out what problems really exist and try to iron out these problems. Nothing can be resolved as a result of legal action unless you decide what the problems are and how you can get them resolved. Appoint a committee (the fewer the better) and set down and see where you really are. Mr. Horton: Let's get together and iron out our differences and get the Forest Service back into circulation. The differences are in a degree and not in kind. Mr. N. D. Andersen: Area operators are not responsible to us but are responsible to the Forest Service. What we charge for permits has nothing to do with the Forest Service. Are we (ISlA) going to issue permits or is the Forest Service? President Lash: The purpose of the ISlA is to protect the public against unethical and incompetent ski instructors. We want to eleviate the problem where they are using permits to get around the certification - we want to encourage people to take the examination. The ISlA issues permits as they are in a better position to recommend those qualified. N. D. Anderson: The Forest Service has become lax in that it has not been checking to see that the per~onel that are teaching are qualified. There may be some fault on the part of the instructors in not keeping them notified. President Lash: What is your personal feeling on the ISlA? Mr. Horton: I think that this is an active association very interested in skiing. I feel that the Forest Service should take part in it. Woody Anderson: We want the Forest Service to stop the people in Brighton from teaching without being certified. There is no reason for our existence if the Forest Service does not stand begind us. Mr. Horton: Let's back this up by getting these fellows certified. Dick Vorhees: There were three instances where attempts were made by the ISlA to communicate with the forest service and failed because the Forest Service would not cooperate. Mr. N. D. Andersen: Mr. Horton, do you think that this thing is important enough that the Forest Service should take an active part? Mr. Horton: Yes, I definitely do - the Forest Service should take a more active part. Mr. N. D. Andersen: Do you feel that the ISlA is justified in their existence? Mr. Horton: They have done more for the making of good ski instructors than anyone else in this area, and we will go along with their policy in connection with certifying ski instructors. Wally Abersold made a motion that no further action be taken by the ISlA in regards to certification and clinics until a meeting be called by the Forest Service to establish policy concerning authority of the ISlA as pertaining to certification and issuance of temporary permits of ski instructors on Forest Service lands. Lou Lorenz seconded the motion. It was carried unanimously, Keith L.a,nge made a motion to drop Kay Smith from the association according to the By-Laws and Articles of Incorporation. The motion was seconded by Wally . Abersold. Carried unanimously, Bill Lash appointed a committee of three for Spring Clinic: Eddy Morris, Chuck Quinn and Dean Roberts. This committee to choose their own chairman. The committee was assured the assistance of the membership. Keith Lange directed the secretary to send a letter to all members listing the names of those who are subject to take the Red Cross Examination scheduled by chairman Jim Shane for April 25th. N. D. Dear Mr. Smith: The Board of Directors, Intermountain Ski Instructors Association, at a meeting held March 16, 1962, at th6 University Club, Salt Lake City, Utah has elected to remove your name from membership in this Corporation. The Authority for this Action has been the I. S. 1. A. Articles of Incorporation, January 20, 1953, and as Amended July 20, 1960, the Amendment which reads as follows: Article V (c) MEMBERSHIP The Board,.of Directors sha 11 have the discreti.on to cancel the membership of any member who has violated the purposes of this Corporation or who has brought discredit to its reputation. Written notice of said action shall be mailed to such a member and cancellation of the membership shall be effective as of the date of such letter. The Board reminds you of the right of Appeal Amended to the Articles of Incorporation July 31, 1960 which reads as follows: That any member who receives such notice may ask for a General Membership Meeting, arid within 30 days after such request, the Board of Directors shall call a Special Meeting of the Corporation stating the purpose therefore in a written notice mailed at least 10 days prior to said meeting, and a majority of the membership present and voting at such meeting shall affirm or disaffirm the action of the Board of Directors. Earl Miller, Woody Anderson, Barry Corbet, Wally Abersold, Edd Morris, N. D. Anderson and new board members Dean Roberts, Chuck Quinn, and Dick Voorhees. Present also was Lloyd Frank, secretary and Bob Smith, treasurer. Bud Temple, association member and Claude Jones were guests. The President called the meeting to order at 2:10 p.m. Chairman Woody Anderson of the Certification Committee brought up the case of John Martin. He explained to the board the history of certification policy. John Martin was presented to the BOD so he could plead his case. The board asked him numerous questions and then excused him. Lou Lorenz moved that the ISlA accept John Martin's certification. Motion seconded and carried. Keith Lange moved that John Martin be fined $5.00. Motion seconded and carried. Keith Lange moved that the board send a letter of reprimand to John Martin. Motion seconded and carried. Dick Voorhees moved that the $5.00 fine not establish a precedent. Motion seconded and carried. Earl Miller moved that anyone teaching on a Temporary Permit be required to be installed in a Red Cross class and that they have an advanced First Aid card, in order, before taking the exam. Seconded and carried. Woody Anderson moved that we appoint Claude Jones as an ex-officio member of the BOD. Motion seconded and carried. Dick Voorhees moved that Claude Jones act as emmissary and liaison officer from the ISlA to the NFRA (National Forest Recreational Association). Motion seconded and carried. ~ Dick Voorhees moved that the ISlA JOln the NFRA and annually appoint a delegate to attend their meetings and pay the delegates expenses.} Motio? seconded and carried. Wally Abersold moved that we appoint Lex Kunau to serve the balance of Bill Ashley's term. Seconded and carried. Written excuses of absent members to the clinic and general meeting were taken up by the board for approval or disapproval. The names of the following inactive persons were dropped from the membership list of the association: Doug Coleman, Sverre Engen, Rulon Nichol, Lloyd Robbins, Dave Shaw, Don Greb and Wilbur Thomas. President Lash appointed Bob Smith and Dick Vorhees to the Credentials Committee. They are to have a credentials report on the membership to present to the next board meeting. Bill Lash and Don Rinehart discussed the possibility of the Sun Valley Ski School joining the I.S.I.A., as Sun Valley is now in the Intermountain area. Don mentioned some of the problems that Sun Valley had experienced as a result of membership in the P.N.S.I.A. Mr. Sigi Engl, Sun Valley Ski School Director joined the meeting at 2:50 P.M. and talked about Sun Valley joining the I.S.I.A. Bill Lash outlined advantages of having Sun Valley as members. Sigi explained the status of the Sun Valley School and its past relation with the Forest Service. He talked about upgrading instructor examination requirements. He discussed European ski instructors and their regulated teaching. MR. ENGL THEN ANNOUNCED THE JOINING OF THE SUN VALLEY SCHOOL WITH THE I.S.I.A. He asked Don Rinehart to follow through for them. Bill Lash moved that Don Rinehart be an ex-officion board member of the I.S.I.A. 2nd by Dick Voorhees and carried unanimously. The meeting was adjourned at 4:50 P.M. Continuation of BOARD OF DIRECTORS MEETING The Pines Chalet, Sun Valley, Idaho August 19, 1962 Present were Woody Anderson, Wally Abersold, Lou Lorenz, Keith Lange, Lex Kuneau, N. D. Andersen, Claude Jones, Bob Smith, Treasurer and Lloyd Frank, Secretary. President Anderson called the meeting to order at 9:15 a.m. Again no one from the U.S. Forest Service was present. Absent at roll call was Bill Lash, Eddy Morris, M. Earl Miller, Barry Corbet, Dean Roberts, Chuck Quinn, and Dick Voorhees. The President announced that Barry Corbet was excused. Bill Lash arrived at 9:30 a.m. Wally Abersold gave the Racing Committee Report. This report is as follows: RACE COMMITTEE PURPOSE AND OBJECTIVES The ISlA Race Committee shall exist for the education of ski instructors to enable them to become competent, qualified Course Setters, Coaches, Chief of Course, and other classification of race delegates. This shall be done by: A. Providing instructional classes or clinics for ski instructors periodically or when asked by the Clinic Committee for the Annual Ski Clinic, or whenever interest is enough to be required as deemed necessary by the Race Committee. B. Providing technical literature when required to all interested ISlA members to enable them to keep abreast of new race instructional methods and new rules and regulations governing racing. C. Providing ISA divisional ski club members with information regarding ski instructors from different ski areas who are interested and/or qualified to conduct race programs, coach ski teams, teach racing techniques, and to provide conscientious qualified personnel to serve as other race officials when required or asked to do so • . -----_. . _------_. --- -4- Motion was voted on and carried unanimously. President Anderson selected a committee composed of Woody Anderson, Dick Voorhees, Bill Lash and Lou Lorenz to write a letter to the Forest Service. Keith Lange moved that this portion of the minutes be taken by Bill Lash to the P. S. 1. A. for their next meeting. 2nd by Dick Voorhees. Carried unanimously. Bill Lash's report was approved. Dick Voorhees reported on the I.S.A. His report was approved as given. Since Barry Corbet was excused the Clinic Report was not available. A discussion entered the floor on certified instructors preparing or training free ski school teachers. Lou Lorenz moved that we send Hugh Olander a letter referring to our letter dated June 14, 1962. Hugh must have his 62-63 dues and First Aid in within 15 days from the date of the letter or be automatically dropped. 2nd by Dick Voorhees. Carried unanimously. Bill Lash moved that we reinstate Doug Colman who has returned to this area from California. 2nd by Dick Voorhees, carried unanimously. The Secretary was instructed to write Drew Jensen for clarification on his status with a 15 day time limit. The Secretary is to locate Dick Mulder to check on his status. Dick has been working at Yellowstone Park, but is now reported to be in Sun Valley. Clark Sanford is to have his first aid and dues up to date by the 1st of November or be dropped. Tom P10fchan is to send in his current dues. Betty Van Vleck is given 15 days from date of letter to her to pay her fine and current dues. All members who are deLinquent on first aid cards are to have them up to standard by November 1st. Sybil Baker sent in her resignation due to other activities. Treasurer Bob Smith gave the Financial Report. It was approved as read. Keith Lange is to coordinate with Bob C. Smith (Brighton) Advertising Coordinator. All old magazine or newspaper clippings are to be sent to Kenny Riggs, Historian, at 1245 Lavon Circle, Salt Lake City 6, Utah, for use in our scrap book. Bill Lash moved that we remove F. C. Koziol from our honorary membership list. 2nd by Lou Lorenz. Carried unanimously. Edward Scott, manufacturer of the famous "Scotty" ski pole of Sun Valley was a guest throughout most of this meeting. The meeting was adjourned at 12:30 p.m. The next board meeting will be scheduled for sometime in January, 1963. M. L. Frank, Secy. I.S.I.A. ------------------ -3- D. Providing ISlA members with a working knowledge of ski race instruction and coaching techniques stressing the non-advanced race instruction for juniors, an understanding of race rules, classification of races, race course standards and safety factors, methods of timing race events and computing race results. E. Providing a greater liaison with other ski divisions and a harmonious exchange of technical knowledge and goodwill to ensure race competitors of enjoying the best conducted ski events possible. Lou Lorenz reported on the Certification Committee. He outlined new plans for Certification. One important item of First Aid. The Candidate must have his Red Cross card in order before he can take the exam. The written report must now be sent in within 15 days after the examination. Our "Fall" news letter will outline the new policy on Temporary Permits. The Certification report was approved as read. Incidently, our newsletter will also contain an article on Ethics of Instructors and free ski passes in other areas. President Anderson appointed N. D. Andersen Committee Chairman to study reciprocity of ski lift pa,sses for instructors for our news letter. Bill Lash gave the report on our P.S.I.A. affiliation. He made note that the P.S.I.A. instead of the I.S.A. is to have future responsibility of certification from the Forest Service. Dick Voorhees arrived at 10:00 a.m. Bill Lash discussed the new Forest Service manual, subheading, Article 61 Ski Schools. It's service policy brought objections to the floor by board members. Dick Voorhees moved that this group go on record as disagreeing with recent proposed Forest Service policy as follows: 1. Right to recourse with regard to certification examination shall rest solely in the hands of the certification body. 2. Clarification on provisional status as to who will be the administrating group or agency who will determine such status. 3. That the phrase "normaly one ski school permit will be granted in each area" should be deleted. 4. We object to the Forest Service proposed right to waiver instructor certification. 5. And finally this group goes on record in that the Forest Service has not demonstrated one bit of cooperation to this organization, nor have they provided qualified personnel in any administrative area regarding skiing. Motion 2nd by Keith Lange. The Board noted that even though the Forest Service had expressed a desire to be present at all of our board meetings to keep in touch, no representative was present at this meeting, though they had been notified. |
