Show 0 Gom. -2- acsuring you that they favored the granting of such permits, but they are two of the retrogressive YThiterivers who signed the petition for no other reason but thart their fellow tribesmen were signing the -other one, and they had. a vague notion that they were thereby"bucking" authority- Neither of them owro more than a , pony or two, and neither was heard from in council. The two petitions are enclosed herewith- They were-very carefully explained to the Indians, but no persons were-urged to sign either as against the other. They were simply given the opportunity to .record their opinions in that manner rather than by a standing vote. A large number of the Indians at each council failed to vote but it was because they were in a hurry to get away, and did not take the time to sign-.
