Sir: Complying with instructions contained in above cited Office letter, a general council of the Indiana of thio reservation wao called for the purpose of determining their attitude in the matter of granting grazing permits on portions of their grazing reserve. As the Uintah and Whitoriver Indians would be together for their monthly issue of rations at TThiterocka on March 15, the word was passed out among them that all of the men were desired at. that time, and about all of them-were present. As the Uncompahgre Indians were some 35' miles distant, and a3 they would be together for their Issuer on Inarch 22, their council was deferred till that timev ir> order oto- prevent their traveling ouch long distances.. J am enclosing herewith reports of both counc±l»„_ Sufficient of the speeches are reported from each counc±ir\ to give an accurate idea of the way the Indians feel about the matter; and I might say further that at neither council: wao there a single speech made in favor of the granting of grazine permits, the Indians all being bitterly opposed tcr it..
