I'y Friends: I havo directed Captain Hall to call you together in council for the purpose of conferring with you about tho conditions upon your Reservation. He will, in accordance with my directions, proGont to you a dotailed statement of exactly what tho Government has done, what it proposes to do, and what you must, on your part, do if you are to obtain tho best results for yourselves and your children. I appreciate very fully the troubles you havo had and the difficulties you will encounter in taking up your individual allotment of land, but I am confident that, if you will follow out tho plans which tho Government has adopted and which will be moot carefully explained to you, you will find yourselves in possession of fertile fields from which you can gain a good living. It will be necessary for those of you who are able, to work upon tho lands which will bo irrigated by tho Government. Tho agent in charge of your Reservation will give every possible assistance in teaching you how best to use the water upon the land. The President wishes me to say to you that all of tho questions affecting you and those members of your tribo who have gone away, have been given his personal consideration, and that it is his desire and purpose to do whatever can bo done .by tho Govorn-ment to put your Reservation into propor condition.
