Show -2- ordor to hold tho water porpotually they will have to make use of it either by their own efforts or by leasing thoir allotments to oomoone who will. The law authorizes tho Secretary of the Interior to give a foe simple patent to those who can, through their agent, show the Secrotary that they are capable of managing their own affairs. When this is done, they will own thoir allotments froo from Government control, liko white citizens. Explain this very carefully. (Circular September 24, 1906.) The law also authorizes any allottee who is incapable of managing his own affairs to sell all or part of his allotment, subject to the approval of the Secretary. This will enable an old, feeble, or otherwise incapacitated Indian to havo means for his support and comfort, as tho funds derived from tho sale will bo carod for by tho Indian Office and paid out as tho allottee may need them. There is also a law under which the heirs of a deceased allottee can soil the allotment of such deceased allottee under regulations prescribed by tho Secretary and subject to his approval. Tho funds derived from ouch sales will bo carod for and disbursed for tho benefit of the heirs. Should any of the heirs show that they can take care of their own business, tho entire amount due them from the sale can be paid them.
