Show tion systems. If they do a8 much work as a white man, they will bo paid a white man's wages. If they do less, they will still be paid liborally. Toll them what the daily wages will be. In short, show them all the possibilities at hand for making a living and what they, on their part, must do. Encourage them by holding before them whatever there seems to be in the way of futuro advantage, being caroful, of course, not to promiso anything we cannot certainly carry out, and wind up with a kindly warning that if thoy fail to embrace the opportunities they have, they will have no one to blame but themselves if in after years they find themselves poorer than they are at the present day. Spare no effort to counsel with them, advise them, and assist them. I enclose a letter addressed to the Indians, which you will read before the Council. Respectfully, • 0. Secretary Captain C. G. Hall, U.S.A., Acting Indian Agent, Uintah and Ouray Agency, Whiterocks, Utah. U secretary. 3 enclosures No. 10. |
