As the cost of living was then from two to five 3 hundred per oent higher than " in the states,* we zsay conclude that the allowance was not munificent. Needs of the New Region. The Act of June 30, 1834, providing for the organization of the Departraant of Indian Affairs, restricted the nunber of agents to eleven in all, including at the time of the appointment of John Wilson,'' two agencies which had been transferred to California and New Uexioo.
