Show Weakley, Samuel Enoch, and Nedra Williams. Mr. Cope als6 discussed the possibility of cutting the number of Council members from twenty-four to eighteen. He stressed the importance of looking at the board structure. Mr. Cope then reported on a meeting regarding the needs assessment of the Black Community. The topics included the criminal justice system, .mental health, housing, economic development, education. He stated that the Council ought to look at the criminal justice system, because it affects Black people in the state, whether it is in the courts, or the screening of polic officers, etc. Clearfield Job Corps is going co-ed; part men, part women. Mr. Cope felt that it is a program that will need much support from the Black Community. The fact that the Job Corps is not supporting the Black Community was discussed. A motion was made that the Council write a letter to the Job Corps supporting the co-educational program; and that they write another letter expressing concern that the Center take an active role in support of the Black programs in Ogden and Salt Lake. The motion was seconded. The motion was amended to become two separate The amendment passed. The motion in which the Council was to motions. support the co-educational program at the Center was put to a vote, with seven supporting and two opposing. The other motion, in which it states that a letter be sent expressing concern that the Job Center is not supporting the Black Community financially, was put to a vote also. Motion carried. Mr. Cope stated that in addition to the Employment and Education Committees, the Law Enforcement Committee should be activated, dealing with courts, police, etc. Those interested should look towards setting up that committee. Aspects of law enforcement and the support of enforcement of the law was discused. The problem of looking at law enforcement in a one-sided manner was also discussed. A motion was made and seconded that a law enforcement committee be established. The motion carried. The committee consisted of James Gillespie, Robby Robinson, Bobby Ashley, Gary Ashley, H.C. Massey, and Ruby Price, with r"r. Cope as chairman. Ms. Henry reported for the Education Committee, that on August 23 they had a meeting with Dr. Talbot. George Campbell was assigned to the committee as liaison person. They discussed making t,1artin Luther King, Jr.'s birthday a holiday in Utah. Also discussed was the proposal in which Black people would be trained and paid as consultants, to go into districts where there is no Black representation and work with them. Mr. Campbell is to formulate a policy and bring it back to the Black Committee, who will bring it back to the Council, before anything is done about it.
