These planning standards implement the Principles for Planning . Adjustments required for U; special situations where the application of these standards is not : ' . practical may be made and will be developed by the concerned agency or entity in consultation with the Water Resources Council. : f Although these standards are not binding upon State and local bodies participating in water and land resources planning, it is intended that the standards be broad and flexible enough to accommodate the goals and objectives of such entities.
