Show This conference will focus on issues associated with water policies in Utah, especially the issues involved in the conversion of water from agriculture to energy/ industry and from rural uses to urban uses and the maintenance of instream flows. It is funded by a grant from the National Science Foundation "Science for Citizens" Program. The goals of the "Science for Citizens" program are to make scientific and technical information available to citizens and to increase the knowledgeable participation of scientists and citizens in the resolution of public policy issues that involve science and technology. Booth Wallentine, Executive Director, Utah Farm Bureau. About the Speakers THOMAS E. BINGHAM is Director of Public Policy for the Utah Farm Bureau Federation. He has a degree in Agricultural Economics from Utah State University. LEE BROWN associate professor of Economics and Director of the Bureau of Economic Research, U of New Mexico PhD. Purdue 1969. His professional research has concentrated on issues pertinent to the southwest including energy, environment, economic development and natural resources-particularly water. DEE HANSEN has served as the Utah State Engineer since 1973. A graduate of Utah State University he has served as chairman of the Interstate Conference on Water Problems and as staff to the National Governors Conference. WILLIAM A. HILLHOUSE is a partner in the law firm of Davis, Graham and Stubbs, Denver. He is the chairman of the National Resources section of ABA and has served as a staff attorney of the National Water Compact Commission. He has a BA and LLB from Stanford University. DALLIN W. JENSEN has been Assistant Attorney General for the State of Utah since he graduated from the University of Utah in 1960. He represents the Division of Water Resources and Water Rights for the Department of Natural Resources. CONSULTANTS Jay Bagley, Utah Water Research Laboratory Ellis Armstrong, Water & Energy Consultant Lee Kapaloski, Attorney/Planning Consultant BRIAN MAR is a professor of Engineer ing at the University of Washington. He has degrees in both Civil and Chemical Engineering and has done extensive research in environmental systems and water management. EVAN VLACHOS is a professor of Civil Engineering and Sociology and the Director of the Environmental Resources Center at Colorado State University, Fort Collins, Colorado. He has a law degree from the University of Athens and a MA. and PhD. in Sociology from Indiana University. THORPE A. WADDINGHAM Senate Minority Leader, has served in the Utah State Senate since 1959. A Delta, Utah attorney, he has been involved with the sale of water rights for the Intermountain Power Association. After the conference, informative briefs will be prepared and distributed expressing the dimensions and complexilies of issues addressed at the conference. These will be available to conference participants and to the general public on request.
