Utah7 - water for oil shale development, tar sands, or coal, then proposed nuclear power plants - water for growing an4new communities based en energy development in the Uintah Basin • - water for Indian purposes: growth and development, as well as instream flow protection ( Otft* might se// or lease ^ w a t e r) - water for recreation purposes in tributary Rivers of the Colorado If the Utes quantify their water needs based on "State of the Art" methodologies, as opposed to their most recent demand for 500,000-a feet of Utah's water entitlement, what bargaining positio.n do they have? 1. Will Congress fund Ute Planning for its water allocation and storage and management? rc*> Blfl f<*- > U O ^ M ^ ^/«-TW-C*- . 2. Will Congress fund development projects on Ute lands? 3 Could the Utes work out agreements with mining companies to have them construct storage projects? (Circumvent the State and Federal governments) 4. How could agreements be made, and with whom, and where, to P-ovide for "'conservationists' instream flow demands? Is there a connecting link between Ute options and those of conservationists? White River Dam Utah proposed construction of this Dam as the best and only means to supply water for oil shale development although there are presently no fixed water requirements from the stored water and alternatives do exist. (The environmentalists position; want to irrigate the /and White River passes through source of water for the The Utes do not care if the Dam is .built or not; . one Justification for it - that of supplying the Ute irrigation water - is not tenable since the Tribe does net designated for irrigation. However, the J Reservation land at Its mouth and is one Tribe. State position on water Utah water exists to be developed for beneficial purposes only No planning fo water conservation or for State management is taking place -'let alone in Northeast Utah. Without some planning by entitles involved In water requirements, both In the State and in the region, major waterways will be lost forever. How can the Indian purposes be utilized to attain their objectives as well as ours? |
