Water reserved for maintaining minimum stream flows will (^e l be administered on a water year basis, and if any of such reserved &#*++*** water is not utilized by October 1 ( the end of the water year) the water will simply become a part of the common project pool. The agreed minimum of 22,300 a f will be available, and may be called upon, both to maintain the agreed minimum flows and to attain, to the extent possible, the desired flows. \ The instream flow studies of former fisheries zone biologist, Henry Chrostowski, "Stream Habitat Studies on the Uinta and Ashley National Forests", 1972, evaluated impacts on fish survival with low flows over winter. More information is available on this subject now, but it ought to be carefully studied to see if the cut-off by October 1 of every year, from additional flows than those agreed upon for purposes of storing this water for future use, will serve the best interests of fish for winter survival. There are very specific conditions brought on and into stream flows with the onset of winter - relative to the kinds of ice formation on the surface of the water, the existence of oxygen, the snow cover, etc. Normally, fish environment is sustained for fish survival. Before any such agreement as stated above is ii ,1the relationships of winter flows allowed fo* the necessary environmental conditions over winter - must be understood and provided for. The agreement terms state that 50% of the adult trout habitat will be provided for. This means that spawning tributaries cannot be destroyed - since this is a function of the adult fish. If the natural productivity of the fish is to be guaranteed, adult fish must survive winter conditions.
