Show 7. the present and real justification for the transporting of northeast Utah mountain water to the west/southwest region of the State, is to serve power and development purposes, probably related to coal sources. Consequently, this agreement on stream flows is a minimum response to the conservation opposition to the Strawberry Collection system - nothing else. Bill Geer said the Fish & Game had no choice for bargaining for more; if it didn't settle for this 50/5 adult habitat agreement, the Governor was ready to dismiss the whole instream flow issue IJ Upper Stillwater and Jordanelle Reservoirs have not yet been constructed. ("Note: nothing is said here about construction of the Lower Stillwater Reservoir) Operating criteria will, as a part of this agreement, be developed, so that as facilities become avail-a3> ie, (a) existing demands for project water can be met (who will make these demands and from which part of the State?), (b) up to 44,400 a f of water can be made available for minimum stream flow and fishery purposes (What does this mean? How is the 44,400 a f of water going to be provided from the completed facilities?), and (c) water can be placed in storage In the Strawberry Reservoir, and the other reservoirs as they are constructed under these filling criteria at an annual rate, which will reasonably assure that the reservoirs will be full when project facilities are sufficiently completed to implement project deliveries to meet project needs, estimated to be about 1994. (This is the date that Geer says there may be no available water above the 22300 a f agreed upon by the District. It sounds as if the State plans on having demand for all available collected and stored water by 1994. In view of development plans for the southwest region - which includes water for slurry lines to transport coal to California - this should be anticipated. In which case, unless participating Agencies have their water sources to guarantee 22,100 a f of water to make up the 44,400 8 f, there will be no protecting even the four rivers now under consideration.) \\ *~ NOW, THEREFORE, it is mutually agreed as follows: 1.
