Formed in 1911, at which time it included 513,000 acres, this district lies in the Salton Basin and its southern boundary is the international boundary.3 Until 1922 deliveries of water were made by the District to mutual water companies on a wholesale basis.4 Beginning in 1922, however, the District took over the operations of the mutual companies and delivered water on a retail basis directly to the farmer.5 As of 1956, 00Tr. 2207-2208 (Steenbergen).
