Show 6 3.0 GENERAL APPROACH FOR A NATIONAL EMISSION GUIDELINE A multi-stakeholder working group was formed in July 1991 to develop the Combustion Turbine National Emission Guideline (Initiative N307 of the 1990 CCME NO /VOC Management Plan). It was to produce a guideline reflecting the adoption of reasonable technology on new and modified units to achieve a sizeable reduction in NO emissions. At the same time it was recognized that emissions ~f other pollutants such as carbon monoxide could not be allowed to rise substantially. Energy efficiency (to minimise CO2 emissions) was also deemed to be important, as well as considerations of operational reliability and cost-effectiveness. The document would be a national guideline, but more stringent standards could be adopted by regional or provincial regulators to address serious local ground-level ozone and smog problems. The working group consisted of representatives from twenty organizations, as summarized below, which met during September and November 1991 to create a draft of the Guideline. For economy, finalization of the document was done by telephone and written correspondence between February and August 1992. A 30 June 1992 final draft was distributed to approximately 70 other interested individuals. Although not all of the clauses in the Guideline were agreed to unanimously, the document represents a good consensus of the organizations represented by the working group. Minor revisions were subsequently made to prepare the document for a CCME Management committee meeting in October. The following discussion summarizes the main issues and items of contention addressed during the conSUltation process. |
