Show Indians as provided by the original act of October 1, 1390. In his reply of November 27, 1911, the First Assistant the land Secretary of the Interior held that fail thin the relinquished portion of the Round Valley Resarvation belonged in the second class mentioned above; that the title of the Indians thereto would, not become extinguished until the lands were. finally .sold; that the Indian Service load jurisdiction thereof for the benefit of the Indians until that time; and that "the Indians are rightfully entitled to the use and benefit of the lands x x x x until, they shall have been finally disposed of." In conformity therewith, on July 25. 1912, the Department approved regulations governing the use of vacant ceded Indians lands, wherever situated, for the protection and benefit of the Indian ovmers, said regulations being as follows: "7 - -.--..-.
