Show # C • s ' November 10th, after I received this message, I called the Indians together again and told them I was going to Denver to see the men that wanted a mining lease on their Reservation, and that very likely the men would come back with me, and talk to them, When I g<M> to Denver these men Henderson and Timms said they would come out and talk to the Indians if I thought they want ad to lease, I told them I thought they did, so I wired my clerk to call a council for Nov. 16th, and instucted him to send after old Tabby (about 50 nil - es) the head Chief of the Uinta Indians, and to wire to Henry Harris (who was at Salt Lake) the brightest Indian on the F.e&erva-tion. I took particular pains to see that all Indians got notice of the council, the day the council met I sent the Policemen all around the Agency, and told them to compell every'person to come. I did not count how many Indians were at the council when we began talking, but while we were waiting on them coming in, I counted once and there v/ere 94 there at that time, but these Ihdians are peculiar and people on the outside cannot understand their ways. They have what they call head men, and that head man will represent from 15 to 25 people, and what he says goes with them. They cant see the necessity for them attending a council-. I certify this was a representative council, nearly all the head men were present and every man present as far as I know was in favor of the lease. When I put it to a vote I asked all those who wanted to make the lease to hold up their right hand, I think about all of them did to, then I said all"opposed to the lease hold up thoir right hand", and not an Indian voted against it. I call your attention to the fact that you held a council witn these Indians this week for the purpose of inquiring into the lega- |
