as required by law, by publication, and no one appearing, answering, demurring, or otherwise pleading thereto, and the time for such appearance of all persons having expired, and the default of all persons defendant herein having been duly entered by the Clerk upon the request and order of the plaintiffs' attorney and the order of this Court, and evidence, oral and documentary, having been introduced on behalf of the plaintiffs, and the Court being fully advised and satisfied in the premises; Now, Therefore, the said Court does hereby find and determine that this action is an action in rem; that Summons herein was duly and regularly issued as provided by law and was served by publication as required by law, and the order of this Court, upon all defendants herein; that the time within which the said defendants or any of them, are by law authorized to appear herein and answer, demur or otherwise plead has fully expired, and that the default of all of said defendants was duly and regularly entered by the Clerk, and that the Board of Directors of the Coachella Valley County Water District commenced this action in the Superior Court of the State of California, in and for the County of Riverside, in which County the office of said Board of Directors is and at all times herein mentioned has been located, and that the Court had and has jurisdiction of the subject matter of this action and of the parties and all of them; and It Is Therefore, Hereby Ordered, Adjudged, Decreed and Declared that the said Contract dated December 22, 1947, entitled, "Contract for Construction of Distribution System, Protective Works, and Drainage Works", executed by and between the United States of
