such development. Any such obligation, either legal or moral, is hereby expressly disclaimed by both parties hereto. 16. Upon completion of the work provided for under this contract, a report shall be made, outlining the scope thereof and giving detailed information of the data secured to which will be attached suitable explanatory maps, plans, estimates and other documents as exhibits, together with a summary of the expense incurred in the investigation. 17. If the Congress of the United States shall, within two years from the date hereof, authorize similar investigations for and on behalf of the United States as provided for in this contract and shall make sufficient appropriation therefor and for reimbursement of funds advanced, it is understood and agreed that refund without interest will be made to the Contractor of such funds or the proportional part thereof so provided, as are made available by the said Contractor and expended under the provisions of this agreement. 18. All employees engaged by the United States on these investigations shall be subject to the established rules and regulations of the United States Civil Service Commission governing such employees. 19. This contract is contingent on the execution of other similar contracts with other interests, to aggregate a sufficient amount in the judgment of the Director of the Reclamation Service, to justify further investigations at this time, and in case not sufficient contributions are made, this contract shall be null and void. The decision on this point by the Director shall be announced on or before January 1, 1922.
