Show 218 WAR FOR THE COLORADO RIVER The cost of improving the same amount of acreage in each area, said the study, would be $860 million in the Columbia Basin and $114 million in Virginia. There could be no doubt that the Senate boosters of the crsp were aware of the national uproar against it, but they closed their ears. S. 500 came whistling out of the subcommittee. In the full committee the ways were greased and it was swiftly launched on its way to the floor. Twelve of the fifteen members of the full Senate Interior committee voted for it.266 They were: Murray Millikin Jackson Anderson Watkins O'Mahoney Long Barrett Scott Bible Goldwater Neuberger Senators Malone and Dworshak did not vote. Only Senator Kuchel voted against the bill. Virtually every recommendation of the White House and the Budget Bureau was ignored. The majority report estimated the construction cost of the project at $l,658,460,000.267 The measure called for the building of six major power dams, including the controversial Echo Park, and thirteen irrigation projects. Condition- ally authorized were twenty-one other irrigation units, including those Governor Johnson wanted and those which the White House did not want The House Subcommittee on Irrigation had the same membership as the full House Interior Committee. The only difference was that the chairmanships were held by different men. Aspinall was chairman of the sub- committee. Engle was chairman of the full committee. |
