As soon as the meetings ended in Washington he rushed back to Salt Lake City to launch propaganda, designed to aid the crsp cause. The project, he announced, would soon be introduced in Congress, and powerful opposition to it could be expected.57 Some high officials of the Bureau of the Budget, declared Will, evaluated reclamation projects on such a strict basis that no large project could pass the test. It was his hope that this policy would be over- ruled by the new Eisenhower administration. This was sheer poppycock, and was disseminated by Will for the purpose of stirring up the people of the Upper Basin and prompting them to subscribe funds to pay the costs of a publicity campaign. Will knew as he talked that Secretary McKay was going to see that the Budget Bureau was overruled. He also knew that "conversations" with high ranking administration ex- ecutives at 1600 Pennsylvania Avenue had resulted in the understanding that the crsp would be supported regardless of what anyone, in or out of government, thought of it. The crsp was just what the Republican political doctors had ordered to improve the blood of their party - a prescription that would leave no doubt that the new President was not only a great military genius but the greatest domestic builder of all time. Had Will's warning about the Budget Bureau been issued earlier it would have had foundation in fact, which was the Bureau's famous "Circular a-47/' This document had been a serious blow to the passionate reclamationists, such as Chapman and Straus, and it had given chills and fever to such organizations as the National Reclamation Association, always a zealous supporter of more and larger projects. |
