Show HUNGRY HORSE PREDICTION 53 3 - The proposals in the crsp plan constitute a give- away. 4 - Irrigators or any other water users should pay all of the construction costs of their projects. 5 - The American principle is that if a thing is worthwhile it will pay for itself - the socialistic ap- proach is for the government to pay for something be- cause of some intangible or immeasurable general good. 6 - Power and water development are economic activities benefiting specific groups of people who should pay for them in the same way that a manufacturer pays for his private investment, and the customers pay for his products. That is the basic principle upon which this country has been developed. The habitat of the good-neighbor bug was not limited to the Upper Basin. At least in one instance it escaped and found a victim in Southern California. He was Joseph Jensen, chairman of the board of the Metro- politan Water District and the newest member of the Colorado River Board. Jensen was condescending, smug, stodgy, had a tendency to lord it over his colleagues, and seldom let them forget that Metropolitan was the largest water agency in Southern California. These were character- istics that were not conducive to harmony and good- fellowship, and since Jensen had been appointed to the Colorado River Board, its meetings were marked by dissension and clashes of personalities. Jensen was a native of Utah, born of a Mormon family, and in his younger days had served as a mission- ary of the Mormon Church in Europe. Although he had been separated from his homeland environment for many years, it was this background which inspired the |
