Abstract The opening remarks are often the most difficult to write especially in this instance as there is such an important issue involved. Atmospheric pollution is potentially the single most important challenge we face in the late twentieth century. During the past six years we have experienced some very strange natural phenomena. I take this opportunity to remind you of the summer of 1988 which was one of the hottest on record and the summer of 1992 which in our area was one of the wettest. We witnessed the unusual inundation of the upper Mississippi last year and we have just endured one of the worst winters in years.
