Show I. INTRODUCTION In recent year, under our government's policy of energy diversification, sources, the ratio of coal consumption in national total energy consumption has increased rapidly. The total installed capacity of coal fired power plant in Taiwan Power Company ( TPC ) has now been up to 3,675 MW, which pluses about 4,400 MW for eight sets of boiler in Tai-Chung Power Plant in construction and other coal fired power plants under planning, will render coal fired power capacity being up to 12,000 MW. It is estimated that yearly coal comsumption ofTPC will be more than 25 million tons; besides, owing to vigorously developing of co-generation by industries, such as Formosa Plastic, China Steel, cement, glass, paper making, and textile industries, coal comsumption will invariably and dramatically increase. The main air polluting sources comprise discharging materials as particulate, SOx, and NOx; among which, polluting sources of particulate are more extensive, but most of which have installed with dust collecting equipments; while SOx and NOx are primarily produced by combustion of fuels. Among the fuels, S02 pollution resulted from combustion of coal, fuel oil and petroleum coke is the most dominant. Though petroleum coke has high sulfur content, its consumption is not so large. It is limited to be used in equipments with desulfurization capability; most of it is used now in cement industry and fluidized bed combustor, and in the future, may be used in boiler with FGD to lower cost of fuel. As for the sulfur in fuel oil, although it maybe removed by hydrogenated desulfurization during oil refining,but, under present status of fuel oil (S = 1.5%), the environmental protection standard since July, 1993, will never be fulfilled ( Table 1 ). Unless, under the pressure of environmental protection, Chinese Petroleum Company reduces stepwisely sulfur content in oil to less than 0.8%, otherwise, installing of Flue Gas Desulfurization (FGD) system will be invariably necessary. In addition, in high concentrated industrial area, though sulfur content of fuel oil consumed has meet the standard, in case of values in its surroundings not meeting the ambient standard then, those boilers have to equip with FGD system. Regarding present coal fired boiler in the country, most of the SOx content in flue gas can not meet the 500ppm standard since July, 1993 ( unless, strictly, use coal with sulfur content less than 0.6% ), which require equiping of FGD in order to meet environmental protection standard; furthermore, low sulfur coal will be more and more unavailable, and its price will be increased at last, therefore, as the difference of prices between bigh- and low-sulfur coal increases to certain extent, then, installation ofFGD will contrarily has its economical benefit; meanwhile, base on political and economical factors, it is invariably to buy high sulfur coal, so that, in order to efficiently use low price coal and extend coal sources, supplementally installing FGD system is by no means avoidable. Among wet FGD systems, limestone/lime process is the most mature one, comprises more than 80% of world FGD market [1]. Taiwan limestone is not only cheap but also has excellent quality and its reserve is abundant, which render it being preferable for developing of wet limestone FGD system. Although the initial establishing cost and space needed is higher, its by-product of commercial gypsum can eliminate problem of wastes treatment. From the fact that 65% of Taiwan 2 |
