Show several years, and none are now in force. The requests for such permits have been numerous and insistent. It is my judgment that, by issuing to the lessees of Indian allotments a permit to run a small number of cattle on the grazing reserve, the number of cattle to depend on the acreage of allotted land under leasefpossibly 20 head of cattle to each 40 acres leased), that we will find less difficulty in securing desirable lessees. Of couroe, it is proposed to charge a reasonable fee for this privilege, possibly §1.00 per head. RRCAPITULATIOU-Rirst: It is desired that authority be extended the Superintendent as trustee or guardian to negotiate leases on raw land for such Indians as refuse to occupy or lease their allotments; that is, authority to sign the Indian's name to such leases. Second: It is desired that authority be extended to the Superintendent to draw on the Indian's individual Indian money (industrial fund now being placed) sums sufficient to defray the cost of fencing, clearing, leveling and plowing - |
