On March 13, 1928, legislation was approved authorizingthe Sec-retary of the Interior to contract. with the Middle Rio arande con-servancy district, a political subdivision of the State of New Mexiw, to provide irrigation, reclamation, conservation, and flood control for C *i$of the pueblos, namely, Cochiti, Santo Dominga,~S ari, pelipe, Santa Ana, Sandia, and Isleta. Irrigation districts were formed on the Flathead inigation, dis-trict, Montana, in pursuance to Statelaw and as required by legislation applicable to this project. The fom..of agreement to be executed by these districts, approved by the dephrtment on December 16, 1927, has not been returned, though the.Fle.thead district formation had been confirmed by the court, but an dppeal had been filed by some of the dissenting landowners,. which held up execution of the agreement. This district embodi~sa.p proximately 80,000.a cres of the project. Much needed.construction work on the project can not be carried on under the provisions of the legislation until after tLp executed agreements have been receivedand approved by the depirt-ment. The legislation applicable to this project was modified so aa , to authorize the Secretary of the Interior to either conshct a power project at the Polson site of the Flathead River or to construct a transmission line for the distribution of power in the epent that a license be issued to an outside wmpany for the development of the . - total hydroelectric resources at that site.. There are .pending seven suits affecting water rights'of 1ndian irrigation projects. In addition to bhe principal activitieg mep-. tioned, the usual operationand maintenance of the projects in the five irrigation districts has been conducted. . .
