Description This dissertation is a case study which concentrates on the areas of planning, agriculture and industry in Pakistan's economic development and examines the impact of forei.gn aid on these p3-rticular areas, The worried begins with a short historical chapter then moves in the second chapter to the exposition of some development theories that will help in the case study. The primary theories are W.A. Lewis' "Economic Development with Unlimited Supplies of labor," the further refinement of this approach by John C,H.· Fei and Gustav Ranis especially their 1961 AER article "A Theory of Economic Development," and then a look at strategies of development as put forth by Mahbub UI Haq a Pakistani economist, Pakistan, during the period analyzed, was a labor abundant, primarily agricultural economy with a rapidly growing industrial sec tor dominated by private enterprise and these theories are particularly relevant to this type of economy, The third chapter is on foreign aid and development with the focus on the rationale of aid both in general and in the specific case of Pakistan, In the later case the main emphasis is on assistance provided by the United States including its kind. amount and rationale. The U. Se has been by far the largest single source of aid to Pakistan having disbursed nearly $4 billion of non-military aid plus a guess timated $500 million more in military aid through fiscal year 1970, In the 19508, while John Foster Dulles was the Secretary of State, the basic rationale for U. S. aid to Pakistan was to assist in building a strong ally on the southern perimeter of the "Sino-Soviet Bloc. Second the 1960s the rationale shifted from military alliance to economic development.
