Show ACKNOWLEDGMENTS This publication represents the final report of a project which was supported jointly with funds provided by the Great Salt Lake Division of the Department of Natural Resources of the State of Utah and by the Utah Water Research Laboratory at Utah State University. The work was accomplished by personnel of the laboratory under a cooperative agreement between the Great Salt Lake Division and Utah State University. Many people contributed to this study, and their help is appreciated. The names of some of these people appear in the Appendix to this report. Others offered helpful suggestions and comments at informal sessions and discussions. In this regard, the authors are grateful to Dr. E.
