Show later than the 28th of September and that was a frontier date from our Delegate on his way to Washington. The only one which has gone east and which could have been made available was the first instant, which was supposed would prove like many others an unsuccessful attempt. For the transmission of the current mail on the first of April, I understand no arrangements have been made by the Contractors. I expect therefore to be obliged to avail myself of private conveyance for this package, which will be afforded about the 15th proximo, although there is no natural obstruction to hinder the regular transmission of the mails at this date. I merely mention these facts concerning the mail, that you may perceive the reasons of the irregularity of the transmission of our papers and the difficulties necessarily attending the transaction of business with the Department. Advices which we should have received months since and which probably hatfe been sent even at this late date, we have to make out our Reports without consulting. From the accompanying Reports you will learn of recent hostilities of "Tintick" and some few of the Utah Indians. He has thus far eluded every attempt to secure him although at one time narrowly escaped with his life. He has long been known as a turbulent fellow, and his recent successes are enabling him to wield considerable influence among many of the Indians. Arrow- |
